i purchased a new 190cc push mower yesterday.When ...

i purchased a new 190cc push mower yesterday.When i started to assemble the machine i noticed two tubular extensions reaching down into the mower compartment preventing the blades from turning. I assumed these were part of the handle assembly but they will not move and seam to be frozen in place. What do i do??

0 i have the manual as this is a new machine but my problem is not addressed in the manual
