I have a 21066 WOS-A. I don't know if I am missing...

I have a 21066 WOS-A. I don't know if I am missing a piece but I can get it to focus- Maybe I am doing something wrong but I can't seem to get it to work. Help. Is there a dealer here in Cincinnati that would help me?
