I installed the cord and wound it counterclockwise as far as i could. Then I replaced the gas tank starter shroud and reconnected the spark plug. When I pulled, the engine turned over once, but the cord did not return all the way in, Each time I tried it returned less until it was all the out. Tried it twice, same result. What am I doing wrong?

4 Figured it out (with the help of the internets). You wind the spring before you install the string. Then you hold it with a screwdriver or something stuck between the vanes and the housing, tie off and burn the end of the string. Then you let the spring pull back the string as tight as it will. It all works fine then.
