Checked Oil, Fuel & cleaned spark plug, Attempted ...

Checked Oil, Fuel & cleaned spark plug, Attempted to start on flat ground, brake is off and no obstructions around the cutting blade. When I pull the starter rope, it is extremely difficult to get it past the compression stroke. I end up actually lifting the mower of the ground it is that hard. Any ideas ? Thanks Mike
