i need to know why ariens 21'' push mower reves hi...

i need to know why ariens 21'' push mower reves high when i start it now after i replaced pull cord did nothing to carb looks like part is missing for choke though so i need to look at a manual to see whats missing and fixmy self

5 thank you very much. can you answer me this.. there's a part missing for the choke looks like its a rod. up top on the braket above choke and carb cause now it wants to surge and not run true what can i do to fix
