Won't Start

I have done a tune-up (new spark plug, fuel filter, oil filter, air cleaner) and I think my carburator is out of adjustment. I have followed the instructions in the manual but it still won't start. Last time, I used it, it started but then cut out. I have adjusted the throttle cable also. Please help me. If I can get it started, then I can make the necessary adjustments.
