Break Adjustment

After mowing my lawn.I noticed that the Break pedel was flat to the floor.After replacing linkage spring I found that I had no breaks at all. the petal and linkage work back to the break connection but no breaks Adjustment nut does no good it only seems to effect clutch.Can anyone help? The mower is a 1990 Model M abey thats part of the problum? Thanks......RB
