Fuse keeps blowing

After mowing only a few minutes the fuse burns out. It only happens while the mowing deck is engaged.

    The insulation on the wires to the electric clutch rubbed on the metal frame until the wires were exposed causing the tractor to die. I used old car vacuum hose, cutting it the same length as the diameter of the hole , slitting it length wise and slipping it over the holes edge.
