Light does not detect after being turned on

I recently purchased this model motion sensing floodlight. I have run the test setup as directed in the manual. The light warms up and shuts off after about 40 seconds. Then, no matter how close I get to it on the most sensitive setting the light remains off until I turn the power off for 40 seconds and then back on. This occurs in every other mode as well. Seems to be defective. Any suggestions? Thank you.
