starting problem

i suspect a safety overide switch is malfunctioning. the battery is new but nothing will happen when the key is turned on. no click, nothing. it is acting as if the pto is engaged. i replaced the pto switch to no avail. any ideas what it might be causing the provlem. the cilinoid can be jumped out and it will turn over but wont fire at all.
