Needs to run on full choke

My gas blower will only work when the black air adjustment knob (Run/Half Choke/Full Choke) is almost on full choke.

It's like it's getting too much air, but I suspect it may be the oil/gas mixture.

Has anyone had this problem? I can't seem to find any way to adjust other than taking it apart.
