Can You Help With These Problems?

  sluggish to move when cold
  seems to have air in when first starting to move. After it warms up it operates perfectly.

  mower blades will not activate ( on or off )
  mowing perfect today when out of the blue it just quit. I thought something simple,trying everything from basic start up procedures to checking the fuse which checked good. Still not coming on? What next to check? Anyone knows how to fix I would appreate it greatly! Thanks
